UNC3886 Breaches Singapore Telecoms

A state-sponsored threat group known as UNC3886 breached Singapore telecoms in a stealthy cyber campaign targeting edge devices and internal infrastructure. The Cyber Security Agency of Singapore and the Infocomm Media Development Authority led a multi-agency response, Operation CYBER GUARDIAN, which ran for more than 11 months. The attackers exploited a zero-day vulnerability and successfully avoided typical security detection by using advanced tactics.

All four major telecom providers—Singtel, M1, StarHub, and SIMBA Telecom—were affected. Analysts found that UNC3886 moved laterally within restricted network segments, stealing technical and architectural data. Their objective didn’t include disrupting services or accessing consumer data.

UNC3886 used rootkits to maintain long-term access while disabling antivirus tools and hiding malicious activity. Authorities closed the exploited access points and enacted continuous threat monitoring. Officials emphasized the role of proactive defenses by telecom operators.
